NOA’s flagship activity is the development of National Report Cards, which provide a nuanced holistic snapshot of EU Member States’ policies across 10 areas. They serve as substantial resources and benchmarking tools, helping Member States to develop and implement national action plans to combat antisemitism and foster Jewish life. The Report Cards serve to measure EU Member States’ policies through hundreds of indicators based on international standards. These indicators have been developed by experts and by the NOA project partners. We gather data, interview experts and stakeholders, identify missing data, and provide an explanation of how each country is scored.
