On November 18, NOA Project Coordinator Estelle Cincinatis presented the Estonian National Report Card. The NOA National Report Card on Estonia outlines key steps for strengthening the country’s response to antisemitism, including improving legal frameworks, data collection, community cooperation, and education

This report demonstrates that Estonia has a generally strong legal framework and a proactive approach to human rights and minority protection. However, challenges remain in institutional implementation, monitoring and collaboration with the Jewish community.

Moving forward, policy-makers should focus on strengthening legal frameworks and ensuring consistent policy implementation through formalised inter-ministerial cooperation.

By engaging directly with government representatives, local communities, and civil society organizations in Tallinn, the project helps ensure that policy recommendations on antisemitism, which are grounded in evidenced-based research findings, also reflects needs and realities on the ground.

You can find the Estonia Report Card in English here and in Estonian here.
